Hill won the race on the road ahead of the BMW 125i M Sport of Jelley but was involved in a controversial clash when fighting with the Honda of Matt Neal for the lead on the third lap of the race.
The Audi S3 driver had lost the lead of the race to Neal as the pair entered turn one. However, Hill made contact with the three-time champion's Honda Civic Type-R on the exit of Old Hall, which subsequently sent Neal into a spin and out of contention.
Hill regained the race lead as a result of the incident and held onto the position despite being hunted down by Rory Butcher and Jelley.
However, following an investigation of the incident, the race stewards judged the Trade Price Cars Racing driver to be at fault for the altercation.
The 20-second penalty has dropped Hill down the 14th, with Jelley declared the winner ahead of Tom Oliphant and Sam Tordoff.
Jelley's race three win marks his first BTCC victory in over 10 years since he took a win at Rockingham during the 2009 season.
