Ghiotto came in for a pit stop with 10 laps to go before making up the 28-second gap to the DAMS drivers at the head of the field as they struggled with tyre wear in the hot conditions.
After taking the lead with two laps to go, Ghiotto finished five seconds clear of Camara and Latifi, with the trio repeating their podium finishes from Saturday's Feature race.
Guanyu Zhou took fourth after managing his tyres throughout the race to avoid a pit stop, passing Louis Deletraz late on, while pole-sitter Mick Schumacher dropped to sixth in his second Formula 2 race.
Schumacher was able to lead the opening stages of the race, but did not fight against the cars around him as he looked to ensure his tyres would get to the end of the race.
Nyck de Vries and Jordan King completed the points-paying positions in seventh and eighth respectively.
