Guthrie Sr, meanwhile, was penalised for failing to follow the direction of officials and for conduct detrimental to the sport.
"Race officials are there to ensure the safety of all participants in Firestone Indy Lights events, including drivers, mechanics and safety workers," said VP of competition and race director Tony Cotman, "Safety is a priority at all events, and failing to obey race officials puts everyone at risk."
The penalised parties may appeal their punishment in accordance with the regulations, although they are both aware that any such action may result in an increase in the sanction. Guthrie does not appear on the participants list for next week's open test at Indianapolis as a result of the announcement, although both Ali Jackson and Jesse Mason are expected to take part.
